For the purpose of clarity and effective implementation of its mandate, the Commission
provides operational definitions for key concepts related to federal character implementation.

Federal Character Principle

A constitutional principle designed to ensure that the composition of government institutions reflects the diversity of Nigeria.

Public Service of the Federation

Includes ministries, departments, agencies, parastatals, and other government institutions funded or established by the federal government.

Equitable Representation:

A balanced distribution of positions and opportunities among the states and regions of the Federation.
