Welcome to the
Federal Character Commission
I am honored to welcome you to the official website of the Federal Character Commission (FCC). The Federal Character Commission (FCC) was established to ensure fair representation of all Nigerian states and ethnic groups in federal institutions. Its main purpose is to prevent domination by a few regions and promote national unity.
The commission implements the Federal Character Principle, which is contained in the Constitution of the Federal Republic of Nigeria. This principle requires that government ministries, departments, agencies, and opportunities such as jobs, admissions, and scholarships reflect Nigeria’s diversity.
It was formally created by the Federal Character Commission Act to prevent marginalization of any state or ethnic group and ensure equitable distribution of government positions and opportunities across the country.
Hon. Hulayat Motunrayo Omidiran
Executive Chairman, Federal Character Commission (FCC)

Briefly from history
of the federal character commission
The Federal Character Commission was established as part of Nigeria’s constitutional framework to address historical imbalances in representation within federal institutions. The concept of Federal Character emerged from the need to foster national unity and ensure that no ethnic, regional, or state group dominates the federal public service.
Since its establishment, the Commission has played a critical role in promoting inclusiveness in government appointments and recruitment processes across the federation. By monitoring federal institutions and advising government agencies on equitable representation, the FCC has become a key institution in safeguarding fairness and national cohesion.
