The Commission provides guidelines to ensure that recruitment into federal institutions
reflects fairness, transparency, and balanced representation.
Recruitment processes must adhere to the following principles:
Advertisement of Vacancies
All vacancies in federal institutions must be publicly advertised to ensure equal access for qualified Nigerians.
National Spread of Opportunities
Recruitment must reflect equitable opportunities for candidates from all states of the
Federation.
Merit and Qualification
While ensuring equitable representation, recruitment must be based on merit, competence,
and the qualifications required for the role.
Compliance Monitoring
Federal institutions are required to submit recruitment data to the Commission to enable
monitoring of compliance with federal character guidelines.
Review and Oversight
The Commission reviews recruitment exercises and may recommend corrective measures
where violations of the federal character principle are identified.
